About building up and downwards, if you build it too high the cactus won't grow because the chunks won't be loaded. Look at each chunk as a 16x16 cube. It only loads a certain amount of those in a radius by you. If you are at y=42 and your farm goes up to y=250 it defiantly will not reach y=250. What i suggest is 4 farms. Then, you place a cactus on that sand. Next, make another one of that leaving 1 block of space in between them. Finally, place the string in between the cactus and place sand ontop of the string.
